St Kitts and Nevis International Ship Registry enters its fifth year of operation in 2009 and continues to show substantial growth over the first three quarters of 2008 with a 100% growth on both its Registered Ships and Seamen. By the end of 2008 we are on target to have registered over 750 ships of many different types and will be approaching a total DWT on the register of 2 million. We also currently have over 4000 registered Seafarer’s. The average size of our ships is around 7000 GT. With the change of our nations economy to a service-orientated one, following the 2005 closure of the sugar industry, maritime related activities including those to do with ship registration are increasing in importance and are fully supported by our Prime Minister to whom the International Registrar has direct contact when needed.
Our relationships with banks financing purchases of ships for recycling indicates that we will see substantial growth in this area in 2009 alongside registrations of trading ships. In 2009 we will be installing software to improve the processing of ship registrations & monitoring of the performance of ships, managers and other parties as we expect to register over 25 ships per month during 2009.
Significant investment has been made in software, equipment and staff resources to handle the increasing number of Seafarer’s wishing to be registered and this is expected to exceed 300 applications per month in early 2009.
We are shortly to launch a specialist yacht registry section to increase the number of pleasure and commercial yachts on our Registry.
Full or co-operating party membership of Regional Fisheries Management Organisations is being processed to allow ships serving the fishing fleets operating in these areas to be registered with us.
Our National Data Centre for LRIT (Long Range Identification & Tracking) is operational ahead of many larger flag states and a network of Flag State Inspectors will become operational by the end of 2008.
Application for STCW Whitelist status is expected in 2009 and training and certification of deck and engineers according to Caribbean Codes started in St. Kitts in December 2008.
We operate a Quality Management System certified by ABS. It is our intention to work towards the IMO Voluntary Audit scheme as soon as practicable.
The uniqueness of the Registry lies within its network of Maritime Registrars who act as a local point of contact for ship owners & managers to offer a good speed of service, with a pragmatic approach to an owners problems.
Due to this expansion and to allow the current International Registrar more time to develop marketing strategies, interact with Governments, IMO coordination – he is currently Co-ordinator of a FAL Committee Correspondence Group - market the Registry and related work; we need an exceptional shipping professional to be responsible for the daily operations of the Registry.
In charge of a team of 8-10, which is split between UK & St. Kitts, it is expected that this individual will have an all-round knowledge of shipping & maritime affairs, perhaps with a speciality in ship and/or technical management, legal practice or ship operations. They will be required to recommend and formulate policy and operational procedures, in conjunction with the International Registrar, according to IMO and National legislation and implement those in accordance with our QMS.They will have to be commercially astute, politically competent and be aware of the significant problems of operating an international open registry for a developing small island state with little political muscle on the world stage in which we operate. It is not expected that there will be much overseas travel involved.
Subject to a probationary period and satisfactory completion of the Government’s due diligence procedure, they will be given the title Assistant Registrar that is a named Government Official within the Merchant Shipping Act. Employment status is however, of a employee of a UK company and full employment protection according to UK law, applies.
A remuneration package in the region of £40 – 50K, 23 days holiday, plus perks & performance bonus is anticipated for the right individual. Relocation expenses may be paid where necessary. Interviews will be held at the ship registry offices in UK. Interviews are expected to be held in early 2009.
